2009国务院办公厅转发环境保护部等部门关于加快解决以奖促农村环境问题的实施方案的实施治理，中央政府在农村地区设立环境保护专项资金，开展了农村环境综合整治，实施以奖促治；实现通过生态示范村建设标准的生态环境建设，以奖代补。农村环境污染防治设施和项目支出集中在下列项目上，由专项资金专项整治专项资金支持。
