国土资源部获悉，广东省财政厅发布的11亿2000万元补助日前已发布省级以上城市和顺德区（含深圳）。据了解，该基金将用于基本农田保护的经济补偿，这表明补偿制度已进入全省具体实施阶段。
自2008起，基本农田保护经济补偿制度在东莞、佛山、广州等地实施。2012，广东率先在全省建立和实施基本农田保护的基本经济补偿制度的引导，补贴给农村集体经济组织、国有农场等集体土地所有权单位和国有农用土地使用权的单位，进行了基本农田保护任务。
据介绍，根据该地区的实际情况，县级以上市县确定以县（市、区）为单位的具体补贴标准，省级财政按照每亩年标准30元补贴。其中，广州、珠海、顺德区等地级市（县、市）按50%的省级补贴标准执行。补贴资金主要用于基本农田后续管理、农村土地整理、农村集体经济组织成员参与农村养老保险和农村合作医疗。
各地出台的基本农田保护经济补偿制度，一般是按照补贴标准分类分类的类别或地点实施的。例如，在广州，旧城区基本农田按每年500元/亩的标准分配，按每年每亩300元的标准和县级市每年200元/亩的标准进行分配。在东莞，基本农田的土地面积按照500元/亩的标准缴纳，林地面积按100元/亩的标准计算。
